Why We Joined Forces

We came together to support the Motion Picture, Television, and Entertainment Revitalization Act (MPTERA), bipartisan legislation (H.R. 10582 / S. 5552) that would create the first federal tax incentive for jobs in American film and television work.  

For years, work has followed foreign incentives abroad. Over the past four years, the U.S. share of global film and television production fell from 52% to 38%. The MPTERA is designed to win that work back, and for the first time, post-production is represented into the law.

What the MPTERA means for post

A 20% base credit, up to 30% with bonuses, applies to U.S. wages, including editors, sound, and visual effects crews, on qualifying films and series.

Post can earn the credit on its own.

Even when a production shoots outside the U.S., post-production and VFX work done here qualify for their own standalone credit, when at least 75% of that work's cost is spent in the U.S. That credit is 20%, with uplifts including for independent productions or work in rural opportunity zones or disaster areas.

It stacks with state incentives.

The federal credit adds to the programs states like California and New York already offer. It doesn't replace them.

Timing.

As of now, the credit could apply to productions beginning principal photography in tax years starting in 2027.

The talent and the infrastructure are already here. With steady work, we can do more than protect these jobs: we can train and mentor the next generation of editors, sound designers, colorists and VFX artists right here in the USA.

Congress hears from the people whose jobs are on the line. It takes five minutes to make sure lawmakers hear from post.

  2. Call your lawmakers, because a quick call to your representative and senators makes a real difference.
